In April, the California Air Resources Board (CARB) voted unanimously to finalize its Advanced Clean Fleets rule that requires all new medium- and heavy-duty vehicles sold or registered in the state of California to be zero-emission by 2036.
Among these requirements is a new 2036 target for an end to diesel truck sales. This was lowered from an early 2040 target, with the thought that 2040 would be too late to reach California Governor Gavin Newsom’s goal for 100% zero-emission medium- and heavy-duty vehicles by 2045.
The 2036 target is only one year after the 2035 target for passenger cars. Also in the rule, state and local agencies must purchase 50% ZEV by 2024, and 100% ZEV by 2027.
Amid the global shift to EVs, Indonesia is vying to become the new leader in this segment.
Indonesia has already surpassed Thailand in passenger car production and has begun full-scale EV production ahead of Thailand. Thailand has begun to defend its position as the auto manufacturing hub of Southeast Asia by offering preferential policies for EVs, including subsidies for both domestic production and sales.
Indonesia’s greatest strength is its abundance of nickel, which is used in car batteries. It is said to have the largest nickel reserves in the world, and investment in this resource is growing rapidly. In April, the Indonesian government announced that it was considering investing in a nickel production venture involving Ford of the United States and that VW of Germany was also considering participation.
The dominance of Royal Enfield in the mid-segment of the premium motorcycle market (300cc-500cc) could be facing challenges from upcoming products. The Triumph Speed 400, a result of a joint development effort between Triumph and Bajaj Auto, and the Harley-Davidson X440, developed through a collaboration between Hero MotoCorp and Harley Davidson, are set to compete in this market segment.
In response, Royal Enfield plans to introduce three new models in the 350-450cc range within the next year.
The Indian motorcycle market has witnessed a favorable trend towards high-end bikes. The phenomenon of premiumization has gained momentum due to increasing income levels, a growing young population, shifting preferences, and a surge in product launches.
Honda will sell some of its new vehicles without a function that detects vehicles in the blind spot and warns the driver, saying the dedicated semiconductors required for this function have been in short supply.
To solve the situation where it takes about a year from order receipt to delivery, Honda will sell the new models with the function reduced so that they can be delivered in about six months.
Sales of the new SUV model “ZR-V” began with a specification that eliminates “Blind Spot Information (BSI),” which alerts the driver by detecting vehicles diagonally behind the vehicle and displaying them in the door mirror. Since the procurement of the necessary in-vehicle semiconductors was not completed in time and the delivery period was expected to be prolonged, the company decided to sell the car without this BSI function. Although it varies by store and model, the time from order to delivery can be reduced by half, from about one year to about six months.
XCMG Group and Toyota have signed a strategic cooperation agreement in the field of hydrogen energy. The companies will build a complete hydrogen energy machine and core component industry base centered around Xuzhou, which will drive development of the hydrogen energy industry in Xuzhou.
XCMG Group expects this contract to aid both parties to collaborate and innovate in cutting-edge technology research and development applications such as hydrogen vehicles, fuel cells, and core components.
Using hydrogen energy to change the future is the goal of Toyota and XCMG. The foundation for the development of Xuzhou’s green and low-carbon energy industry is solid.
PSRAnalysis: XCMG Group and Toyota have strong complementary prospects, and huge potential for cooperation and development. Working together, they will accelerate the progress of off-road machinery from traditional fuels to electrification and finally to fuel cells.
Toyota has always been a major supporter of hydrogen fuel cell vehicles as an alternative to electric vehicles. Toyota will focus on selling hydrogen powered trucks and cars in Europe and China. In 2022, Toyota sold over 3,900 fuel cell vehicles, while its global sales are about 9.5 million units.
Toyota hopes to sell 200,000 hydrogen powered vehicles by 2030. The products of XCMG Group include five pillar industries: Construction Machinery, Lifting Machinery, Piling Machinery, Concrete Machinery, and Road Machinery, as well as strategic new industries such as Mining Machinery, Aerial Work Platforms, Environmental Industry, Agricultural Machinery, Port Machinery, and Rescue Support Equipment. In the first seven months of 2023, manufacturers affiliated with Abraciclo assembled 887,000 motorcycles, up 14.3% over the same period in 2022. Registrations totaled 903,200, up 21.4%, including imports and sales from automakers not yet linked to the association, such as India’s Bajaj and Royal Enfield, which began production in Brazil at the end of last year. The entity’s expectations for 2023 are for expansion of 10.4% (1.56 million units) in production and 10.9% (1.51 million motorcycles) in licensing.
PSR Analysis: In 2011, Brazil produced 2 million units, its best year in the history of the segment. However, this year was the beginning of consecutive annual declines that reduced production to 890,000 motorcycles in 2016. The start of the rebound in 2018 was interrupted in 2020 by the shutdown of factories brought on by the pandemic. The industry finally looked to the future again in 2023 and expects to reach a volume of 2 million motorcycles within five years. PSR

California is essentially the only state in the USA that has any hydrogen cars to speak of, but even in that state, there are only about 12,000 of them on the roads. Despite this, the state intends to spend hundreds of thousands of dollars per year (or more) to build a refueling network for those vehicles.
California lawmakers are now debating how much money to pour into a fueling station network for hydrogen cars.
A lobbying group for suppliers and supporters of H2 includes Shell, Chevron and Toyota is aiming for a designated 30% of the Clean Transportation Program money, which would represent about $300 million spent over the next 10 years.
Indonesian ridesharing giant Gojek plans to convert all its motorcycles to EVs by 2030. The adoption of EV motorcycles is now in full swing in Indonesia, the largest motorcycle market in Southeast Asia with annual sales of more than 5 million units.
Gojek, the country’s leading ridesharing and delivery company, is said to have over 2 million registered riders, including both motorcycles and cars. The full conversion to EV bikes is expected to contribute significantly to the Indonesian government’s goal of 9 million EV bikes by 2030.

Initially scheduled to begin Sept. 12, 2023, the auction of the federal program “Caminhos da Escola” was postponed indefinitely. A new date has not been set. The new stage, which provides for the purchase of 163,000 buses was eagerly awaited by chassis and body manufacturers, would have been delayed until 2024 because of the time needed for the production.
The reason is technical: according to the bidding notice published at the end of last month, important chassis manufacturers as Volvo and Merecedes would be excluded from the bidding process due to new certification demanded.
