PM Launches Vehicle Scrappage Policy

Vehicles will not just be scrapped by their age, but also if they are found to be unfit in automated testing. The vehicle scrappage policy will bring in investments of around INR 10,000 crore to set up 450-500 Automated Testing Stations (ATS) and 60-70 Registered Vehicle Scrapping Facilities (RVSF) across the country.

PSR Analysis: Under the Voluntary Vehicle-Fleet Modernization program (VVMP), the government plans to set up between 450-500 automated vehicle fitness testing stations across India on a public-private partnership (PPP) basis involving private firms and state governments. A total of 60-70 vehicle scrapping centers will also be built; these stations will be situated no further than 150-200 kilometers away from any location in India. A total of seven agencies – including Tata Motors – have signed a Memorandum of Understanding (MoU) with the government today for this project. Tata Motors’ vehicle scrapping center will be set up in Gujarat, will scrap both passenger and commercial vehicles and will have the capacity to recycle up to 36,000 vehicles a year.

Komatsu Targets CO2 Zero Emissions by 2050

Komatsu is aiming to reduce its CO2 emissions to virtually zero by 2050. The goal is to reduce CO2 emissions to zero not only from its own production of construction equipment, but also from the use of construction equipment by its customers. The company aims to achieve this goal by promoting the electrification of construction equipment, improving fuel efficiency, and encouraging customers to use their construction equipment more efficiently, etc.

The company will respond to the fact that ESG (Environmental, Social and Corporate Governance) investors are emphasizing the reduction of emissions, including those of customers.

KAMAZ Starts Development of Euro-6 Engine

Project “Tibet” is going on in R&D center of KAMAZ. Within this project, OEM is performing work on creation of an inline 6 cylinder engine, the KAMAZ-910.40 that meets the Euro-6 Emission standard. The initial prototype of the engine has been assembled.

New engine should have NOX reduced in 5 times, particles – in 2,5 times, ammonia – in 2,5 times, comparing to its predecessor. There are also stricter requirements to engine diagnostics.

Bus Fleets Convert To Zero Emission Vehicles

During the past few years, many cities and states have committed to full adoption of their transit bus fleets to zero-emission vehicles.  While the implementation dates vary, most are aiming to have the transition completed by 2040.

Since transit buses typically have pre-defined routs and access to recharging infrastructure, they are good candidates for adoption.  It also helps that this segment is not-for-profit, and a short-term payback is not required.  The significant barriers to adoption appear to have been overcome.

In August 2019 we published an article on the subject for Automotive Business Brazil, which is now updating.

In the 2019 article we said that fossil diesel propulsion for commercial vehicles would be exposed to several alternatives and therefore the 20s decade would be a decade of significant changes, justifying yearly monitoring of the subject.

ANFAVEA Negotiates To Postpone PROCONVE P8 in Brazil

With the problems caused by COVID-19, ANFAEA is lobbying to postpone the introduction of PROCONVE P8 – an emissions regulation that will make the Brazil emissions level similar to Euro VI.

PSR Analysis:  The Brazilian government is not likely to approve the postponement and the deadline date of 2022 probably will be kept. It is important to Brazil to be current in terms of emissions as Brazil is a hub of production for South America, and the ability to export will be jeopardized if the level of production technology declines.  PSR

Production of Mercedes-Benz Actros Planned at KAMAZ Plant

Russian production of the clean on-road Mercedes-Benz Actros will start in November at the KAMAZ Naberezhnye Chelny plant. The new truck is being modified by Mercedes to meet Euro-6 standards. At the same time, German engineers are reworking the process of exhaust gases neutralization.

Russian production of Actros will allow Russian fleet-owners to purchase top-quality trucks without extra customs fees. The price and initial availability have not been disclosed.     Read The Article

Europe Stage V Emissions Standard Officially Delayed

Regulation (EU) 2020/1040 to amend Regulation (EU) 2016/1628 on Stage V emissions for non-road mobile machinery (NRMM) was published July 17 in the Official Journal of the European Union.

This final step of the legislative process confirms that the 12-month extension of certain transitional provisions is officially EU law and is applicable retroactively from July 1, 2020.

This amendment to the Stage V Regulation extends by 12 months the June 30, 2020, and December31, 2020, deadlines for the production and placing on the market of NRMM and tractors fitted with transition engines <56kW and ≥130kW.
