The  Beijing Municipal government officially published an emission regulation paper March 9, 2020.  The regulation is effective May 1, 2020.

PSR Analysis: Coronavirus has changed many things in China, but it is not going to delay the implementation or reduce the determination of the Beijing local government to curb air pollution.

Starting in May, we will see more stringent emission regulations and more law enforcement of off-road machines. The regulation gives local government more authority and convenient access to emission device details.  For the first time, this regulation provides regional coordination among Beijing and its neighboring provinces like Hebei and Tianjin.  They are not the only region to do this; more and more cities in Yangtze and Zhujiang Delta region are coordinating on legislation and law enforcement in efforts to curb air pollution. TAIWAN REPORT: First Self-Driving Bus on Three-Month Trial in Tainan

A month ago, the first self-driving bus operations begun its three-month trial in the southern Taiwanese city of Tainan. It is the first revenue-generating service of autonomous rapid transit (ART) project supported by the central and local governments. The goal is to launch commercial operation across the country in 2021.

“Autonomous technology will lead a revolutionary change to the city’s transportation systems,” said Huang Wei-Cher, Mayor of Tainan. “The smart transportation initiative will help us improve overall road safety, operational efficiency, and rural area transportation services.”

The service will cover two business districts. One service will run on weekends only, on a 2.5km route between Nanke Railway Station and National Museum of Prehistory, while the other will be on weekdays in the 6.4km route along Shalun Smart Green Energy Science City, where a smart vehicle testing site is located.

Near Term Recession Fears Recede in North America

SUMMARY.  The North American economy remained stable in 2019 and pure economic conditions as well as fundamentals in the region were favorable. Most industries performed very well, and the short-term outlook remains stable to flat for most market segments. However, we see many new developments that could suggest a shift in the trend.

Consumer confidence declined slightly in December, following a moderate increase in November.  The Conference Board’s Consumer Confidence Index stood at 126.5 in December, 1.4 points higher than in September 2019. 

Per Lynn Franco, Senior Director of Economic Indicators at The Conference Board: “While consumers’ assessment of current conditions improved, their expectations declined, driven primarily by a softening in their short-term outlook regarding jobs and financial prospects. While the economy hasn’t shown signs of further weakening, there is little to suggest that growth, and in particular consumer spending, will gain momentum in early 2020.”

Most of the fuel used in transportation is petroleum-based, but initiatives by many governments to reduce carbon emissions and to encourage consumers to adopt eco-friendly boats and ships is expected to boost growth of the electric boat market. Q4 2021 Power Systems Research Truck Production Index (PSR-TPI) Loses 37%

St. Paul, MN (January 25, 2022)— The Power Systems Research Truck Production Index (PSR-TPI) increased from 116 to 120, or 3.4%, for the three-month period ended December 31, 2021, from Q3 2021. The year-over-year (Q4 2020 to Q4 2021) loss for the PSR-TPI was, 190 to 120, or -37%.

The PSR-TPI measures truck production globally and across six regions: North America, China, Europe, South America, Japan and Korea and Emerging Markets.

This data comes from OE Link™, the proprietary database maintained by Power Systems Research.

Global Index: We expect global production volumes in 2022 to gain 3.7% vs 2021, with a positive trend in all regions, except for China, where we expect production volumes to be down -3.6% in 2022 vs 2021.  China experienced a surge in demand during 2020 due to the change in emissions regulations, so 2021 was down significantly, about 20%. 

All Regions: Global demand for Medium and Heavy Commercial Vehicles (MHV) rebounded in 2021 but overall growth in the segment was flat.  Going forward, we expect the growth to accelerate in 2022 and 2023.   The exceptions to this rebound trend are in China and India, which continue to decline and sharply drive overall global production numbers into negative territory.

California May Ban Gas-Powered Lawn Mowers and Leaf Blowers

California may soon ban the sale of gas-powered leaf blowers and lawn mowers under a bill the Legislature passed and sent to Gov. Newsom.

Assembly Bill 1346 would direct the California Air Resources Board to phase out the sale of “small off-road engines” by 2024, or as soon as the board finds feasible, whichever is later.

The bill’s author, Assemblyman Marc Berman, D-Menlo Park, tweeted that the state will spend $30 million “to help gardeners transition to cleaner, greener equipment.”
