High interest rates, weak demand, and the smaller impact of the Caminho da Escola program are dragging down the pace of Brazil’s bus industry

After posting moderate growth in 2025, although below initial expectations, the Brazilian bus market entered 2026 in contraction, recording a pronounced decline in the first quarter compared with the same period last year. Data presented by Anfavea, the association representing chassis manufacturers, show that, despite a punctual rebound in March, the performance of the last three months reinforces a slowdown scenario.

Registrations rebounded and totaled nearly 2,000 units in March, up 50% from February and 9.3% higher than in the same month of 2025. In the quarter to date, however, the result remains negative: 4,400 buses were licensed, representing a 19.6% decline compared with the same period in 2025.

“For the bus market we had projected a 3% decline in 2026 and, through March, the contraction is already above 19%,” says Anfavea president Igor Calvet. According to him, the scenario “is beginning to become concerning,” especially because of the sector’s structural dependence on public programs: “A large part of the market depends on public policy, especially the Caminho da Escola program, which carries a great deal of weight.”

Indian Preet Plans Tractor Manufacturing Plant

Preet, an Indian agricultural machinery manufacturer, has announced plans to establish a tractor production facility in Brazil, in a move to strengthen its presence in the South American agricultural equipment market. The project involves local assembly operations designed to increase market proximity, reduce logistics costs and improve competitiveness in segments typically dominated by established global OEMs.

The investment reflects a strategy to expand the company’s manufacturing footprint in regions with strong demand for agricultural mechanization, particularly in medium-horsepower tractor categories.

VWCO Tests B100 Soybean Biodiesel

Volkswagen Caminhões e Ônibus (VWCO) is conducting tests using B100 soybean-based biodiesel in heavy-duty diesel engines as part of its efforts to evaluate lower-carbon fuel alternatives compatible with existing internal combustion engine (ICE) platforms. The tests aim to assess engine performance, durability and emissions behavior using 100% biodiesel without fossil diesel blending.

Brazil Vehicle Exports Rise To Mexico, Fall To Argentina

Brazilian vehicle exports showed mixed performance in early 2026, increasing significantly to Mexico while declining sharply to Argentina. Growth in shipments to Mexico reflects stronger demand conditions and efforts by Brazilian OEMs to diversify export destinations, while the drop in Argentina is linked to weaker domestic demand, tighter import controls and foreign exchange constraints.

Overall exports remained supported by regional demand adjustments and production planning by automakers, with light vehicles representing the bulk of volumes. The shift indicates an ongoing reconfiguration of South American automotive trade flows amid macroeconomic instability across key markets.

Short term performance will remain sensitive to Argentina’s macroeconomic normalization and trade policy conditions. Brazil Truck Production Drops in 2026 First Two months

Brazilian truck production fell 27% in the first two months of 2026 compared with the same period of 2025, despite expectations linked to the Mover Brazil program. The decline reflects weaker domestic demand, cautious fleet renewal decisions and slower freight activity at the start of the year.

OEMs adjusted output in response to lower order intake, particularly in the heavy duty segment. The result highlights ongoing volatility in Brazil’s commercial vehicle cycle and limited short term impact of policy support measures on production levels.

VW Tukan Is Brand’s First Flex Hybrid Vehicle

Volkswagen confirmed that the upcoming Tukan compact SUV will be its first flex fuel hybrid vehicle developed for Brazil. The model will combine a hybrid powertrain with a flex fuel ICE capable of running on gasoline and ethanol, aligned with local decarbonization strategies and Brazil’s biofuel infrastructure.

Exported from Brazil, Mercedes-Benz Axor Debuts in Argentina
Mercedes-Benz has introduced the Axor heavy duty truck in Argentina, supplied from its Brazilian manufacturing base. The model targets long haul and regional freight applications and expands the brand’s portfolio in the Argentine market, leveraging Mercosur trade integration.

The launch occurs amid a challenging macroeconomic environment in Argentina, with demand shaped by currency volatility and restricted financing conditions. The Axor strengthens Mercedes-Benz’s regional product strategy by aligning Brazilian production with export demand across South America.

Toyota Engine Plant To Resume Production in 2028

Toyota’s engine manufacturing plant in Porto Feliz (SP), Brazil, will not resume full production until 2028 after suffering severe structural damage caused by a storm in September 2025. The facility, responsible for producing flex-fuel ICE engines for models such as Corolla, Corolla Cross and Yaris, was heavily damaged, requiring complete reconstruction. Only the original foundation slab will be reused, with a new industrial building designed to incorporate higher levels of automation and a more compact manufacturing layout.

During the reconstruction period, Toyota implemented contingency measures, including the installation of a temporary structure in Porto Feliz to maintain partial engine production. Part of the workforce was reassigned to the Sorocaba plant, while other employees entered temporary layoff programs. The company plans to test a new productivity and manufacturing concept by the end of 2027, with full operational normalization scheduled for 2028.

Brazil Suspends 2026 School Bus Procurement

The Federal National Education Development Fund (FNDE), part of Brazil’s Ministry of Education, has revoked the public tender for the purchase of approximately 7,500 school buses under the Programa Caminho da Escola scheduled for 2026. The cancellation was formally published in early February 2026 to align the procurement with a new law on tax exemptions, which altered fiscal conditions for vehicles eligible in the program.

Government Program To Help Truck Industry

In January 2026, the Brazilian federal government launched the Move Brazil Program, a credit support initiative totaling approximately USD 2.0 billion. The program aims to support the domestic truck manufacturing industry and stimulate fleet renewal amid a sharp downturn in heavy-duty vehicle demand.

Financing will be provided through BNDES with annual interest rates between 13% and 14%, grace periods of up to six months, and repayment terms of up to five years, capped at approximately USD 10 million per beneficiary. Eligible beneficiaries include independent truck drivers, cooperatives, transport companies, and large fleet operators, with 10% of total funding reserved for independents and cooperatives.

Financing is restricted to new trucks manufactured in Brazil and compliant with Proconve P8 emission standards, as well as used trucks (model year 2012 onward) meeting Proconve P7 requirements and local content criteria. The program will be available for six months and is positioned as a short-term measure to mitigate layoffs and production cuts in the heavy truck segment.
