EPA Introduces Phase Three GHG Emission Standards

In early May, the Environmental Protection Agency (EPA) held a virtual public hearing regarding the Phase 3 greenhouse gas emission standards for heavy duty trucks.  There are various comments and opinions from the stakeholders that attended the hearing.  Along with introducing the Phase 3 Greenhouse Gas (GHG) rules to begin for MY 2028 trucks, the EPA also revised the Phase 2 GHG standards for the MY 2027 truck standards.

The Environmental Protection Agency this week held virtual public hearings related to its Phase 3 greenhouse gas emissions standards for heavy-duty trucks, unveiled last month. Among the dozens who testified during the hearings, trucking industry stakeholders were part of a small minority advocating for EPA to take a step back and reconsider the proposed standards that would take effect beginning with model-year 2027 trucks.

New System To Be Established for Rating of Ship Fuel Efficiency

A new international system for rating the fuel efficiency of ocean-going vessels will be established under Japanese leadership, it has been announced. A draft amendment to the relevant treaty will be adopted at an international conference in June, and the system is expected to be introduced in 2023.

The fuel efficiency rating system will be applied to large ocean-going vessels such as container ships, oil tankers, and cruise ships. Once a year, ship owners and operators will submit fuel efficiency data to the government where the ship is registered and rate it on a five-point scale (A-E). CO2 emissions are converted from the distance traveled, the weight of the ship, and the amount of fuel consumed and compared. The lowest E, or three consecutive D’s, will require the owner to submit an improvement plan to the government where the ship is registered. They are required to add devices to improve fuel efficiency or reduce the speed at which they sail. If the ship cannot be improved, it will not be allowed to sail.

Randon Acquires US Trailer Maker Hercules

Randon, an Brazil-based OEM, has agreed to invest $40 million to acquire the US-based trailer manufacturer Hercules. Randon’s purchase agreement for Hercules is expected to be finalized within 120 days. Randon Implementos is the largest semi-trailer manufacturer in Latin America. The company maintains a manufacturing park in Argentina and works with partners to assemble semi-trailers at several points in Central America and Africa. It is the main Brazilian exporter in the segment, with a historical market share of 60% in exports.

In an interview April 9 with AutoData, the CEOs of 4Truck and Librelato pointed to a heavy recovery for transportation and the trailers business in September. The companies seem optimistic about the recovery from the COVID-19 crisis in Brazil.

PSR Analysis:

The trailer segment, as well as the class 7 and class 8 segments, were enjoying a growth trend before the COVID-19 social restrictions were imposed. In the beginning of the quarantine period, the number of heavy vehicles passing through main roads tolls was not reduced, different from the light and medium segments.

The rational is that a reduction of GDP is concentrated in the Services segment, that does not impact heavily on Transportation. At the same time, Agricultural production, a segment that has more impact on Transportation, should remain stable or grow. In our analysis it is too early to define the impact on Transportation, although some Transportation companies already are reporting reduced business. PSR

2021 Trailer Industry Grows 33% at 163,000 Units

The Brazil trailer industry registered 163,000 new license plates in 2021 vs. 122,000 in 2020, growing 33.5%. The result could have been even better since the segment was affected by a lack of components, such as steel, tires, etc. Export sales climbed to 4,600 units vs. 2,100 units in 2021.
